Education Introduction of Qingpu District

Qingpu’s education has now obtained constant development thanks to its profound cultural heritage and sound ecological environment. Adhering to the thought of serving its economic and social construction, Qingpu’s education has achieved a historic development by continually deepening educational reform and expanding high-quality educational resources. Qingpu’seducational development has experienced the following three major stages:

Stage One: By proposing an ideology of “proceeding from the foundation and the beginning, facing all students, insisting on comprehensive development and massively improving education quality”, Qingpudistrict made clear the requirement of “running every school effectively, teaching every class dutifully and cultivating every students devotedly.”From establishing teaching routines and implementing fundamental management requirements, Qingpudistrict began to get on the track of “Qingpu-experimental” teaching reform and innovation, which were broken through by maths practical reform led by GuLingyuan. Since 1997, the experiment achieved significant success in single-course breakthrough, multi-course migration, development of storing and educating talents along with an overall benefit after a three-year survey, a one-year selection and a 3-year trial as well as an eight-year extension. The experiment was highly appreciated by the local Education Bureau and National Educational Committee then. In 1986, under the guidance of the local Education Bureau and National Educational Committee, Qingpudistrict made a comprehensive summary of its experience of the teaching reform, gradually turned into “Qingpu Experiment” afterwards, and then decided to have the experience studied and popularized nationwide. In 1992, National Educational Committee held a forum to popularize Qingpu’s teaching reform experience. In 1996, Qingpu Experience stepped up to the podium of the International Mathematics Education Conference held in Spain.

Stage Two: Qingpudistrict put forward an idea that education should serve local social and economic construction, which was carried out by starting from making out a medium-and long-term plan and reforming its educational structure. Qingpudistrict also determined two perspectives: firstly, orchestrate and coordinately develop elementary education, vocational education and adult education; secondly, integrate rural construction, rural technology and rural education and promote the comprehensive reform of rural education. In addition, Qingpudistrict was successively recommended to be a model county of Prairie Fire Program and an experimental county for comprehensive innovation of rural education.

Stage Three: When stepping into a new century, according to the demand for educational innovation and development, Qingpudistrict carried out a new action for Qingpu Experiment and actively promoted its modernized education. In 2002, relying on Shanghai Academy of Education Science, Qingpudistrict launched the thematic studies of “Qingpu District Education Modernization Strategy” and formed a 200,000-character research report and raised a thought of “five historical transition” of its educational development: In terms of education system, the education system of rural characteristics should be changed into a lifelong one that met study-oriented social needs;In terms of education aims, the satisfaction with examination requirement should be changed into the one with overall quality request of social and economic construction for Qingpupeople of the new generation; In terms of education object, the educational need for Qingpu’shousehold registered population should be turned into the need for its resident population; In terms of education demands, people’s education demands met in a quantitative scale should be translated into a highly-qualitative and multi-level scale; In terms of the education development focus, the hardware construction should be combined with software construction so as to realize the connotation development of education. In order to convert the studies into realities, in 2003 the District Education Bureau made an eight-year-long “Qingpu District Education Modernization Action Plan” and set up 36 related practices and researches, including “decision and management” and “course and teaching”. In 2005, Qingpu district convened a conference to promote school connotation construction, attaching great importance to strengthening teaching teams, optimizing classroom teaching, refining management, contributing culture, creating characteristics and casting top brand. In 2010, Qingpudistrict comprehensively concluded the implementing situation of “Qingpu District Education Modernization Action Plan” and happily, the district basically reached the requirements of relevant indicators on the basis of Modernization of Education Guidelines made by the City EducationBureau. In 2012, the City Education Bureau together with Education Supervision Department of Municipal People's Government began to supervise the promotion of regional educational modernization and balanced development of compulsory education of Qingpu district. Their administrative supervision report pointed out that Qingpudistrict basically realized balanced development of compulsory education and effectively realized thestaged developing goals for regional education modernization, providing beneficial experience for promoting the pilot of educational modernized development of the city’s suburban areas.

In recent years, via various researches and diverse intelligence, Qingpu’s education development thinking has been fully clarified:

First, the development aims: regard “managing people-satisfied Qingpu Education” as the value target; treat “basically realizing education modernization” as the level target; consider “pursuing high-quality careers, erecting ability-oriented education, creating adequate-resource teaching, nurturing spirited talents, building characteristic schools and setting normative administration” as the working target.

Second, the development principle: base on the present and focus on the long term; put people first and emphasize talents training; insist on the reform and opening; stick to inheritance and innovation.

Third, the working strategy: confront difficulties;support the subordinates; persist in subjects’ serious attitude.

Fourth, the development path: persist in prior development, connotation development and innovative development.

Fifth, the major starting point: adhere to “Qingpu Experiment” and concentrate on discipline construction and connotation development. Firstly, cultivate teachers and promote them in the construction of discipline so as to contribute to the success of students. Secondly, enhance the construction of the discipline system, mainly including curriculum standard system, curriculum system, teaching system, training system and assignment evaluation system.

ixth, fundamental tasks: roundly facilitate five major programs, containing “degree satisfaction, safety and security, quality satisfaction, health promotion, innovation anddevelopment”.

Recently, Qingpu district has experienced multiple events and obtained various honors under the leadership of the government of Qingpu district and with the unremitting efforts of all educators. In 2007, the district was designated a national experimental zonefor community education by EducationMinistry. In 2009, the district was judged “the advanced area to promote the balanced development of compulsory education” by EducationMinistry. In 2010, “Qingpu Experiment----Action Research in Education in the New Century” won the first prize in the curriculum reform achievements of EducationMinistry. Besides, Education Ministry’s special report presented the approach of “Qingpu district comprehensively improves its school-founding quality for preschool education”. In addition, the district successively gained the title of “Shanghai Qualified Unit of Standard Education Charge” and Shanghai Education Committee issued over ten special reports to introduce the situation of the education reform and development in Qingpu district. In 2013, the district was named “National Advanced District of Digital Learning”.

At present, the whole Qingpu district has 125 public educational units (46 kindergartens, one exercise center, 26 primary schools, 15 middle schools, 6 9-year schools, 6 high schools, 2 special schools, 2 secondary vocational schools, 13 schools of adult education, 2 social organizations and 6 other educational units), 64 private schools (23 private primary schools for the children of migrant workers, 39 private kindergartens and 2 9-year private schools) and 40 non-record training organizations as well as 42 preschool education care centers. The district has 114 thousand school students in all including about 69.5 thousand non-native students, accounting for 61.1% and 7037 payroll teachers.
